The Office municipal d’habitation de Laval administers more than 2,800 housing units distributed mainly in four (4) programs:
The Non-Profit Housing Program, commonly known as the “HLM Program”, targets low-income households who are selected on the basis of their socio-economic condition. It allows tenants to pay rent corresponding to 25% of their income.
The buildings that are part of the Non-profit Housing Program (HLM) are the property of the Société d'habitation du Québec and are intended for individuals, seniors, people with reduced mobility and low-income families. This program is governed by the Regulation respecting the allocation of low-rental housing and the Regulation respecting rental conditions for low-rental housing from the Société d'habitation du Québec.
No new non-profit housing projects are currently under construction. However, it is possible to apply for a place in an existing HLM by registering on a waiting list.
The rent supplement program allows low-income households to live in housing that is part of the private rental market, while paying a rent similar to that of a low-rental home. Tenants who benefit from this program pay rent equal to 25% of their income. The Office municipal d'habitation de Laval also administers the rent supplement program (PSL) in buildings that were built under the AccèsLogis Québec (ACL) program and that belong to housing cooperatives (COOP) or to non-profit organizations (NPOs).
The AccèsLogis Québec program promotes the pooling of public, community and private resources in order to create community and affordable housing for low- and modest-income households and for people with special housing needs. The Office municipal d’habitation de Laval owns two (2) buildings built under the AccèsLogis Québec program. One of these buildings is for seniors and the other for seniors with a slight loss of autonomy. Half of the units in these buildings are subsidized under the rent supplement program (PSL). Subsidized tenants pay a rent amount corresponding to 25% of household income.
The social and community component of the Logement abordable Québec program (LAQ) is aimed at housing cooperatives, non-profit buying organizations and companies, as well as housing offices. This component of the program targets the construction of new housing, the transformation or recycling of buildings that do not currently have a residential vocation, as well as the renovation of badly deteriorated housing. The housing units built are intended for low or modest income households and for seniors with a slight loss of autonomy. Renters pay rent that is less than or equal to the median rent established from the rents paid by households that occupy a unit in the rental market for the region.
To become a tenant of housing administered by the Office municipal d’habitation de Laval, an applicant must first complete a housing demand. The request will be admissible if all the conditions are fulfilled according to the program concerned. You are eligible to do a housing application if all of the following basic conditions are fulfilled:

You can call the Office municipal d’habitation de Laval at 450 688-0184 and we will send you the Affordable Housing Application form as well as the list of necessary documents and supporting documents. Once your request completed, you can introduce yourself (preferably with an appointment) at our offices to meet with a rental selection agent.
You can also return your request by mail, fax or email.
For your application to be considered complete, the forms must be completed, signed and accompanied by photocopies of exhibits and supporting documents required. Make sure you have all the documents for every members of your household. Otherwise, we will unfortunately not be able process your request. No photocopies will be made at our offices.

Other documents or supporting documents may be requested during of the meeting.
This information applies to requests for low-rental housing and the rent supplement program (PSL). Each request received is verified and analyzed according to the By-law respecting the allocation of dwellings in low rental housing of the Société d'habitation du Québec which makes it possible to determine a rank for each of the applications on the eligibility list.
Priority may be given to an applicant who meets the eligibility criteria and who was dislodged for one of the following reasons:

The waiting period for obtaining social and affordable housing may vary from a few months to a few years depending on:
In addition, applicants must inform the Office, in writing, in all time, of any change such as: new address, telephone, income, household composition.
On September 30 of each year, you must renew your housing application. The Office municipal d’habitation de Laval will send a form one month before the renewal date. The applicants who do not respond will be delisted from the waiting without further notice.
When a low-rental housing or a subsidized housing part of the rent supplement program (PSL) in the private rental market becomes available, the Office municipal d’habitation de Laval assigns it to the highest ranking applicant on the eligibility list:
The attribution is made in writing and you have the obligation to respond in the seven (7) days. Following receipt of the letter from the Office municipal d’habitation de Laval, you can visit the accommodation offered. If you do not answer or if you refuse the accommodation offered, we will be in the obligation to remove your application from the eligibility list for a period of one year, with the exception of the situations provided for in Article 52 of the By-law respecting the allocation of dwellings in low rental housing
If you accept the accommodation offered, the Laval Municipal Housing Office give you a document that you will send to your landlord in order to terminate your current lease.
